The PM Atmanirbhar Swasth Bharat Yojana (PMASBY) is a healthcare program the government launched in 2021 to strengthen India’s public health system with an outlay of ₹64,180 crore (US$8.66 billion) until FY 25-26. It aims to fill critical gaps in public health infrastructure, especially in critical care facilities and primary care.

PMASBY Objectives

The key objectives of PMASBY include:

  • Fill critical gaps in public health infrastructure, especially in critical care facilities and primary care in both urban and rural areas.
  • Develop an IT-enabled disease surveillance system.
  • Prepare health systems to respond to current and future pandemics/disasters.
  • Increase public health expenditure from 1.15% to 2.5% of GDP by 2025.

PMASBY: Interventions and Investments

Health Infrastructure

PMASBY will provide support for 17,788 rural Health and Wellness Centres in 10 High Focus States and 11,024 urban Health and Wellness Centres.

Disease Surveillance

It involves establishing a network of surveillance laboratories at block, district, regional, and national levels, in Metropolitan areas & strengthening health units at Points of Entry, for effectively detecting, investigating, preventing, and combating Public Health Emergencies and Disease Outbreaks.

Research

Increased investments to support research on COVID-19 and other infectious diseases, including biomedical research to generate evidence for short and medium-term response to pandemics like COVID-19.

One Health Approach

Develop core capacity to prevent, detect, and respond to infectious disease outbreaks in animals and humans using a One Health Approach.

Critical Care Services

Critical care services will be available in all districts with a population of more than 5 lakh, through exclusive critical care hospital blocks.

Laboratories

The government will set up integrated public health labs in all 730 districts across India by 2025-26.

Institutions

It involves setting up of a National Institution for One Health, 4 New National Institutes for Virology, a Regional Research Platform for WHO South-East Asia Region, 9 Biosafety Level III laboratories, 5 New Regional National Centre for Disease Control.

Workforce

It focuses on building a trained frontline health workforce to respond to public health emergencies.
