Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan

The Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) was announced by Prime Minister on Janjatiya Gaurav Diwas (November 15, 2023) from Khunti, Jharkhand. The purpose of PM JANMAN is to focus on improving the socio-economic conditions of the Particularly Vulnerable Tribal Groups (PVTGs) in India.

Background

As per the 2011 census, India has a total Scheduled Tribe (ST) population of 10.45 crore, which is 8.6% of the total population of India. Out of this, 75 PVTG communities located in 18 States and 1 Union Territory have been identified. The PVTGs numbering about 2.8 million, reside in 22,544 villages across 220 districts.

Despite government schemes, these PVTGs continue to face vulnerability in social, economic and educational domains. The aim of PM JANMAN is to address these continued developmental gaps faced by the PVTGs.

Key Components

Budget Allocation

The total outlay approved for PM JANMAN is Rs. 24,104 crore. This includes a Central share of Rs. 15,336 crore and a State share of Rs. 8,768 crore.

Ministries Involved

The Ministry of Tribal Affairs is taking the lead in implementing PM JANMAN. Other key ministries involved are:

  • Ministry of Ayush: Will set up Ayush Wellness Centers and extend healthcare services via Mobile Medical Units
  • Ministry of Skill Development and Entrepreneurship: Will enable skill training aligned to PVTGs in settlements and hostels

Interventions

Key interventions planned under PM JANMAN include:

  • Housing and Infrastructure
    • 4.9 lakh pucca houses
    • 8,000 km of connecting roads
    • Piped & community water supply
    • 2,500 Anganwadi Centers
    • 1,000 Multipurpose Centers
  • Healthcare
    • 1,000 Mobile Medical Units with medicines
  • Education
    • 500 hostels
    • Vocational training in 60 PVTG blocks
  • Electrification
    • Solar home lighting systems
    • Solar powered street lighting

The above interventions aim to address persisting gaps in critical areas concerning PVTGs in India.

Pradhan Mantri PVTG Vikas Mission

The Pradhan Mantri PVTG Vikas Mission has been launched with an outlay of Rs. 15,000 crore over 3 years. This mission aims to improve the socio-economic conditions of the Particularly Vulnerable Tribal Groups (PVTGs) by providing them with safe housing, clean drinking water, education, nutrition, road and telecom connection, and livelihood opportunities.

The mission will saturate PVTG households and habitations with basic facilities to ensure their overall development. The allocated fund of Rs. 15,000 crore will be utilized to implement the mission over the next three years, focusing on the welfare and development of the PVTGs across India

The key objectives are to saturate PVTG households and settlements with basic amenities like:

  • Safe housing
  • Clean drinking water
  • Improved healthcare and nutrition
  • Connectivity through roads and telecom
  • Sustainable livelihoods

The mission aims to significantly upgrade the socio-economic conditions of the vulnerable PVTG groups across India.

The PM JANMAN along with the Pradhan Mantri PVTG Vikas Mission strives to bring substantial changes in critical factors affecting PVTGs.

With concerted efforts across ministries to enable housing, infrastructure, livelihoods, healthcare services and education for PVTG settlements, the progress should be transformative.

The expected outcome is overall socio-economic upliftment of the Particularly Vulnerable Tribal Groups, helping them assimilate into mainstream society.
